| Dr. Carl Cira is Director of the Summit of the Americas Center (SOAC) at FIU. As part of the FTAA host administration, he acts as Chair of the Technical Committee of the Americas Business Forum. Dr. Cira holds a J.D. degree from Boston College Law School. His academic experience also includes positions as senior research scholar at FIU’s School of Public Affairs and Services and as adjunct law professor at Georgetown University, where he was Executive Director of International Law Institute. Before joining FIU, Dr. Cira worked in Latin America with the U.S. Agency for International Development (USAID) managing democracy development and legal reform programs in Costa Rica, Chile, Bolivia and Columbia. Dr. Cira also served 12 years with the U.S. Justice Department’s Anti-trust Division and was Deputy Chief of its Foreign Section. |
